Photometry or testing strips?

The short answer would have to be that it depends, as the testing strips usually provide a good overview of the water contents, however, the results are more like a range of values than a clear result. On the other hand, the photometric devices do provide numbers and clearer results... unless the test is repeated with a different sample...
